Convention Summary
Both the 22nd GCC and the 23rd GCC in 1943 and 1945 respectively were postponed due to the devastating effects of World War II on the membership of the entire fraternity and individual chapters. Additionally in postponing the 23rd GCC in 1945, the Executive Committee sited a government ruling which restricted travel in the United States, due to war rationing.
The 24th Grand Council Convention of Kappa Psi Pharmaceutical Fraternity convened at the St. Clair Hotel in Chicago, December 28-30, 1947. Chi Chapter and the Chicago Graduate Chapter were the hosts. The presiding officer for the sessions was Grand Regent Frank H. Eby, who had been appointed by the Executive Committee on October 17, 1946 to replace Grand Regent C. Leonard O'Connell when he resigned due to illness. There were eighty-eight voting delegates present, representing thirty-eight chapters and four provinces. A number of important committee reports were presented and after considerable discussion several amendments to the Constitution were approved. Those of greatest importance follow: (1) the American Council on Pharmaceutical Education will be the recognized agency of accreditation for schools of pharmacy; (2) based upon the approval of an increase in the Grand Council dues to $6 per college year (or an increase of $0.25 per month), a Grand council Convention Fund was to be established and maintained; (3) to replace the payment of individual graduate members' dues, an annual graduate chapter fee of $20 per chapter was approved; (4) the Grand Council Scholarship Key will become the Grand Council Scholarship Award, with a special certificate to accompany the key; (5) for delegates representing collegiate chapters at Grand Council conventions, transportation charges will be paid from the Grand Council Convention Fund; (6) the Agora will be published at the discretion of the Executive Committee or the Grand Council.
Highlights of the convention included: (a) the presentation of the Grand Regent's Key to Brother H.C. Wood, Jr. for his outstanding services as Acting Grand Regent during the illness of Grand Regent O'Connell; (b) the hospitality of Chi Chapter and the fine party at the Chi Chapter house; (c) the Anniversary Dinner; (d) the splendid spirit of the delegates.
