Convention Summary
The Grand Council Convention of Kappa Psi Pharmaceutical Fraternity was held at the Hotel Philadelphia in Philadelphia, Pennsylvania, December 28-29, 1941. Chronologically this was the 21st Grand Council Convention although three previous conventions (1932, 1936 and 1940) had been postponed. In attendance were eighty-three registered delegates and members representing twenty-seven chapters and four provinces. Inasmuch as there had been no Grand Council Convention since 1928 there were numerous amendments to the Constitution which required approval, important business items to discuss and a number of committees had lengthy reports to present. In two days, under the capable direction of the presiding officer, Grand Regent Heber W Youngken, it was possible to complete the busy schedule and all agreed that it was an outstanding convention. Although many amendments to the Constitution were approved, the following are most important because they represent major changes in procedure: (1) the frequency of Grand Council Conventions was changed from every four years to every two years; (2) the composition of the Executive Committee was changed and its powers extending during adjournment of the Grand Council; (3) the Editor of The Mask was to be appointed by the Grand Secretary-Treasurer; (4) each initiate will, upon payment of his national initiation fee to The Central Office, receive The Mask for a period of ten years instead of for life, with renewal privileges upon payment of a subscription fee.
